In Germany, the power to pardon prisoners lies with the federal president. The president has the authority to grant pardons, reduce sentences, or overturn convictions. However, the president typically acts on the advice of the federal minister of justice. The pardon of Stasi members can be attributed to several reasons. Firstly, it may be seen as a way to promote national reconciliation and unity in Germany by allowing former Stasi members to reintegrate into society. Additionally, it may be a way to acknowledge the difficult circumstances and pressures that led some individuals to join the Stasi, and to offer them a chance to move on from their past actions. Finally, it may also be a practical decision, as prosecuting all former Stasi members would be a massive and potentially divisive undertaking for the German legal system. **
